It's complex and there are a lot of different reasons. But going after individual companies/groups who produce cheats is difficult.
1. they might be in a region in which it's difficult to do anything legally.
2. It's costly and time consuming, litigation is not cheap to go after just 1 person. When it involves multiple parties it can get extremely expensive extremely fast. You often end up spending more on the litigation than you'll receive in settlements. There are exceptions but they are rare. To give you an idea how expensive, one of my friends businesses was entangled in litigation that took 8 years to settle. It cost over $2.5 Million to fund his legal defense.
The best way to deal with cheating is to make the cheats ineffective and/or detect them and ban the cheaters. It's something they can control.
