Why is Apex coins cheaper on Xbox compared to Origin PC one?

Why is it cheaper to buy coins for Apex on Xbox than PC?

My main questions are:

1) Is cross-platform for PC and Xbox available yet? If yes, do they cross-platform the coins and skins part too?

2) If not, how to acquire exclusive skins after the time "2d" ends?

It's 9 bucks for the Xbox One Apex version while it costs $16 on the PC edition. If the developer is not going to change this, I think players are not going to buy coins on Apex.
