Ok, I really need help.
My game stutter a lot when playing, even with 100+ fps, high or low graphics, still stutter.
In firing range its pretty smooth
I did EVERYTHING, EVERY FIX YOU CAN FIND, and its still unplayable.
Gtx 1650
i3 9100f
8gb ram
I have this problem too, the stutering gets putrid when im aiming dead on an enemy, im going from 100 fps to 15-20,however it seems to be less terrible after i install a diferent version of the driver (nvidia), after a while the problem appears again, i wonder what kind of QA is being applied to a game that has been dragging this rpoblem for over 6 months, maybe no QA at all?

I used a software called ThrottleStop. In this software, there is an option to disable BD PROCHOT. My CPU clock speed was stuck at 0.78GHz while it should be @2.8 to 3.8GHz.
How do I know?
Use MSI Afterburner to check the "Clock Speed" for both the GPU and the CPU.
How do I know my CPU optimal Clock Speed?
Type in Google your full CPU name with "Clock Speed" after. I recommend you to visit the official manufacturer website for that specific CPU. Same for the GPU.
I tried it and it didn't work!
Again, before you try and disabling BD PROCHOT I recommend you use MSI Afterburner to see if your CPU is throttling. Apparently, this patch is actually bugged since the specs of people facing the issue vary from high to low end. This fixed my issue though.
If you need help please feel free to mention me, I visit this thread quite often.

Both clocks cpu&gpu are fine in my situation.. max consumption with capped fps at 190 for cpu is around 55% and gpu 65% even if fps dropped to 90-100, as i said - 2 days ago was everything fine.

Same here, everything was totally fine 2 days ago then all of a sudden I'm running 70-80 fps avg.
