I used a software called ThrottleStop. In this software, there is an option to disable BD PROCHOT. My CPU clock speed was stuck at 0.78GHz while it should be @2.8 to 3.8GHz.
How do I know?
Use MSI Afterburner to check the "Clock Speed" for both the GPU and the CPU.
How do I know my CPU optimal Clock Speed?
Type in Google your full CPU name with "Clock Speed" after. I recommend you to visit the official manufacturer website for that specific CPU. Same for the GPU.
I tried it and it didn't work!
Again, before you try and disabling BD PROCHOT I recommend you use MSI Afterburner to see if your CPU is throttling. Apparently, this patch is actually bugged since the specs of people facing the issue vary from high to low end. This fixed my issue though.

Both clocks cpu&gpu are fine in my situation.. max consumption with capped fps at 190 for cpu is around 55% and gpu 65% even if fps dropped to 90-100, as i said - 2 days ago was everything fine.

Same here, everything was totally fine 2 days ago then all of a sudden I'm running 70-80 fps avg.
CPU: i9-9900k
GPU: 2080ti

tested nvidia drivers - 446.14 / 452.06 / 456.71 / 456.98 and even 457.00(vulkan beta) still hugh fps drop.

Could you try to reset graphics settings.
Close Apex, add +fps_max unlimited to the Startup Parameters in Orgin.
Set AMD Chill Max and Min to the same FPS well below your Monitor HZ (like 128 for a 144Hz Monitor)
Vsync controlled by Application
Launch Apex, set your Apex Video Settings.
Try tripple Buffer VSYNC
6GB VRAM (NOT 8 für the 5700! so one Step below what you would expect)
(I have the Rest pretty much on low or off with the exception off Bullet Marks, Ragdoll med., A. Filtering 16x)
I have again smooth Frametimes - no stutter - with locked fps after lauch drop.
I still believe it was smoother before a Season 6 patch.
Recheck your Texture Setting - mine reset ist to low for several times - if that happened it set it back to 6gb even in game.
Some how that helped against stuttering - low setting is / was awfull!

Honestly,after 3 days of fighting(i think i did everything) i think to give up with this game and just do uninstall. Won't play on 10980xe + rtx 3090 with 100fps(even if everything is on low...!!!wtf!??) because this is just ridiculous..i spent a lot of money on this game(like many other peoples i think)and I can demand more from the developers than only new cosmetics in the game. Each new update destroing something. It seems the last silent patch destroyed the game.

I can add that highest drop fps - to 90 i have in rooms.. i didn't have this before. min/max graphic details makes no difference.
