Found something that worked for me!
I tried 7 of these solutions, retrying between each one, and none of them worked. Then I tried the solution suggested by HeKeRiax and it worked!
HeKeRiax solution: Don't uninstall Origin, just go to the website and download the OriginThinSetup.exe and reinstall over top of your existing install.
https://www.origin.com/can/en-us/store/download
FYI I'm running Windows 7 x64 on a Core i7-4790k
Other solutions I tried, in case one or two of them are necessary for you:
"Language Change" workaround for Apex Legends
Repair Install of Apex Legends
Update graphics drivers to latest version
Update Origin to latest version
Clear Origin Cache
Check that you have the latest version of Microsoft Visual C++ Redist Versions 2010, 2012, 2013, 2017 (BOTH x86 and x64 versions of each year)
Disable Windows Defender / Microsoft Security Essentials / Antivirus Scanner and try to launch (then re-enable!)
Good luck!
This worked for me. Thanks bro.

In addition to the troubleshooting steps posted on this thread (thanks everyone), you should first check your machine meets the Minimum System Requirements
If you are sure your machine does meet the minspec, you should take a look at the following link as there are a lot of collected steps there that have been reported as helping prevent crashes:
Community Crashing Troubleshooting Guide
Thanks again to all who have posted steps that have helped.

I tried to help my brother fixing the game not launching. He tried yesterday to fix it, but to no avail. And and a friend of his tried many fixed, none of them worked.
Then I found a comment in this thread that blessed our souls.
Change the language to Polish. It * worked.
