Settings are saved in this directory: %userprofile%\Saved Games\Respawn\Apex
These don't get touched when deleting the game, reinstalling and so on, that way players will keep their settings even if they decide to uninstall it.
By deleting the files in there, you would completely delete every saved setting, which should result in your settings being completely reset.

@XHelperZFiles have nothing to do with launch options, I once used the command mat_queue_mode 2 in a cfg file, since then the game has been floaty, delayed, and I dont know the the default value of it, its not -1 as stated in valve source commands.
So yeah, you are wrong here, even after I deleted the files, I even formated my SSD since and reinstalled Windows, game has been like this every since, and I saw the difference an hour ago when I made a new account. It seems like some settings are stored in cloud (other than those saved in \Respawn\Apex\local\ )
