DX12 Performance Throttling

The issue listed ONLY happens with DX12.
GPU/CPU will not go past 50% & 40% usage in-game outside of the menu. With uncapped framerates, they sit at about 130fps at this amount of usage. This does not happen in any other game through extensive testing, going up to 90% in all.
They should be fully used OR hitting the in-game cap of 300fps (which it does not get anywhere near unless looking directly down).
I do not have this issue using the DX11 version of Apex, but the DX12 version causes the issue listed. Happens every time.
I've done a fresh install of Apex, wiped all of my custom settings (through autoexec's), and gone between DX11 and DX12. The issue is only between DX11 and DX12.
Through the menus it does go above 50%, as high as 95% on the CPU and 80% on the GPU in the menu (as I've set my FPS to be uncapped through a launch command, +fps_max 0).
Tested through Task Manager Values as well as GeForce Experience's Performance Analytics Overlay.
If required/unable to reproduce, I can get video footage comparing the two.
