Launch Options no longer working

Up until a few days ago everything was working fine. I had my fps capped at 144 through launch options. Then out of nowhere, while im playing GunRun, my game freezes, the screen goes black and then my whole pc restarts. When I  get back on, ALL my apex legends settings have been wiped. Every box is blank, including WASD. I put all my settings back to how they were and things are fine after that, except for the fact that my launch options no longer work. I have tried reinstalling the game, I have tried verifying files. 

What happened? I have an i7  RTX 2060. This has ONLY broken my Apex Legends. everything else on my pc works perfectly fine, as it always has. When I check my launch options, I have the command thing set up and I have my fps capped at 144, except when I'm in game, my fps doesn't cap. It just completely ignores what I have in launch options. I have tried removing and re-typing it too.
