Maybe my problem has been solved.
Now, in any case, it always outputs 165 fps.The cause was the virtual memory setting in Windows.
I am currently using 32GB of memory for a total of 4*8.With the help of this web site I disabled the virtual memory setting.

Note: I heard that Apex Legends may crash with an error if you use the above settings from season 10.
I've been playing for about 24 hours now with virtual memory disabled and have yet to see any errors.
