I suggest disabling Nvidia Reflex if it's on. See if it makes a difference. Also might want to check your Nvidia 3D settings for Apex. If nothing changes then...
Do you know where your Apex settings are saved?
The settings should be located at C:\Users\[YOUR PROFILE NAME]\Saved Games\Respawn\Apex
Make a backup of that folder somewhere else and delete the original folder. Try and play the game with the default settings to see if it makes a difference.

Micro stutters could be a lot of things.
First of all I'd disable any background programs like Discord and anything that uses an overlay such as Geforce Experience.
It can also be due to your vsync settings since you mention using a command to cap FPS. I figure you have a 60hz monitor? Enable fast vsync if you canb (if you can't use fast vsync then just the regular vsync) with the Nvidia 3D settings for Apex and disable the vsync in-game. See if it makes a difference.

Disabling background processes like Enlyee suggested is a good idea. Can you try starting up your PC in a Clean Boot before launching Apex Legends to see if that makes any difference? If there is something running in the background that could be related to the stuttering that may help narrow it down.

I guess ill just have to stop playing apex then.
Why did the refresh rate to fps locking command [ -refresh (value) ] get discontinued?
this helped my game always to be stable.
now since the command isn't working i cant stabilise my fps in apex.
- 4 years ago@Enlyee I did try it the fps drops are still there. I just cant stop the drops. My rtx 2060 is not able to give consistent 60 fps for some weird reason on apex alone.
Other games work perfectly fine.
