The CMD option you listed didn't seem to do anything however after downloading TCPOptimiser, it did increase my download speed by a small amount, but didnt do anything to help Apex Legends, it is stuck at 150-180ms.
Both youtube videos were generic ways to increase the internet speeds at your home but both didn't work for me. I feel as though this must have something to do with Apex Servers if multiple people have been having the same problem.

Hey i am from QLD and i am having the same issue on PC, its only been since season 5 update. My pc itself is not the issue.
Singapore is now unplayable my game runs better connecting to NA servers now.. i have uninstalled and reinstalled both origin
and apex iv looked into my internet connection and there is no problem there so im confused as to what has changed
