Update: I might have cured the occasional in game ping time jumps from under 20ms to over 100ms by disabling IPv6 SPI (stateful packet inspection) and DoS protection on my home router/firewall.
I now have both PS5 and Xbox series X and was seeing the same occasional streaks of games with in game ping time over 100ms on multiple Tokyo servers. Both consoles, same problem. As it turns out the problem might have been with the confusing mix of TCP and UDP ports Apex uses and my router occasionally getting confused.
The router I am using right now is very simple. It doesn't have DMZ settings or port forwarding settings. It has only those two toggles for SPI and DoS. Users of fancier routers might have more options for special handling of Apex traffic.
If you're still having problems it might be worth your while looking into your router settings and the ports Apex uses.
