Weird FPS, Ping/lag, and Audio issues. plz help

Hi all. 

I've been having a lot of fps and Lag issues lately and was looking for some help with it. 

whenever I am in a game, the ping can suddenly jump from 30 m/s to 3-400 out of nowhere and my internet management always reports that there is no influx of connection or traffic. 

another issue is where game audio is buggy for the first 30 or so seconds of the game. every game. I have no idea why. 

If photos are needed of when it happens I can happily provide them. If anyone has some initial insight that would be helpful.
