It's got to be because there's zero Aim Assist for console players, so in order to make the game more balanced they used a stupid mechanic.
That mechanic is total RNG on hip fire or ADS meaning you miss you still have a chance of that miss actually being a headshot.
So mouse and keyboard players are more severely affected especially those with very good aim.
People think it's hit reg issue but i'm telling you it's intended so sprayers have a great chance of getting an RNG kill.
