It's for balance. You're either actively spotting or you're an active infantry player. Otherwise, you could just throw it up and have everyone spot while you just beam them from some bush or wherever. I love using Casper and I think it's pretty balanced the way it currently is. Auto spotting would be busted.
With it being destroyed is another balancing thing, but isn't consistent with other gadgets. Turrets and the Ranger will stay active until you're revive timer runs out. It's a little weird, but still, I think it's fine the way that it is.
