I would agree that suppression is an all or nothing concept, not assigned to particular class. I would be OK with bringing it back in game.
Recon needs a better proficiency than something intended for long range sniping.
As mentioned Rao and Paik's specialities are close range. A long range weapon proficiency doesn't make sense for them. A DMR proficiency would better fit.
