Some talk here about Rao here so I'll offer some thoughts. I know this topic is about smoke, but I'll lay it all out. I have about half my total playtime with Rao (200hr+ as Rao). Some notes on his abilities:
- Hack range vs infantry, land vehicles and enemy gadgets is 100m.
- Hack range vs air vehicles is 200m
- Hack vs infantry has been revised several times. Currently a successful hack on infantry gives you the red silhouette on the hacked player + any other enemies with 20m or so. (There is a rare 1% bug that will reveal enemies way outside this range). If I'm on a contested flag with multiple enemies I'll try to hack the first player I spot so I can see where her friends are hiding.
- Hack works thru smoke. For targets partially in cover you need about 40% of their body to be exposed in order to hack. (Can't hack some looking at you through a window).
- Quickly flicking the hack around open/hot/suspicious areas is effective at picking up enemies that I otherwise would have missed. You get the instant feedback when you pass over someone, just a flick is enough to cover a huge area.
- When the hack tool is equipped but 'idle' and you pass over an enemy you get a thin red outline - it's a different effect than a successful hack. Good for 'seeing' enemies thru smoke without altering them they've been hacked. Also good for seeing where a tank is sitting in a smoke cloud so you know where to toss your nades.
- Hack shuts down Ranger and Casper drone for ~5 seconds. Drones just hover making for an easy kill, great vs those evasive Casper drone users.
- Hack will remove landmines. For the prime mining spots you can do a quick sweep to detect any mines along a 200m stretch of road and 'remove' them (generally just shooting one is a faster removal method).
- Against land vehicles I like to hack, wait for the recovery, toss EMP nade, wait, toss 2nd EMP nade, wait, hack again. 4 consecutive disables. Can occasionally get people to abandon vehicles doing this.
- Jets are very difficult to hack on controller. Much easier on KBM. Hacking air vehicles doesn't seem to be terribly helpful. The 'designation' feature is a joke. Main benefit is getting them to dump flares. Very rarely you can get them to crash or make them an easier G-84 kill. Hacking an air target that's engaged in a dogfight is a fun way to tip the balance.
- Hacking a stealth heli will force it out of stealth mode.
- His passive ability that silhouette spots enemies who have damaged him is also triggered by Boris's turret. If I'm on a contested flag I'll intentionally let any turrets hit me so I can hunt down its owner.
- Hack tool can open and close doors at range. Never found this to be very useful.
- Any passengers leaving a hacked vehicle will automatically be spotted when they exit.
- Aggressive hacking has its drawbacks. 20% of my deaths are likely from being distracted while attempting a hack or simply being too slow to switch back to my primary.

@AngrySquid270 Thanks for the in-depth feedback! Very useful, especially for someone like me who barely has used Rao. Maybe I should start using him more.
