The problem with the BF games set on any time that is modern is that there is a considerable reliance on lock on weapons.
But lock on weapons are either feast or famine; They will either do a far too easy job of taking out an aircraft or they will completely be negated by countermeasures.
I think that the ground to air situation is more reasonable on the games where due to the setting there are only flak cannons available, if you aim well you hit the aircraft and the only things it can do is to retreat to fight back.

Now that we went through the design issues, lets talk a bit about the numbers.
I disagree that the problem with the air vehicles is their number. There are a lot more infantry soldiers in the team at any time, if even 5% of them take anti air seriously they can turn the airspace around them into a hazard zone which will help the friendly AA vehicles/aircraft have a considerable advantage vs the enemy aircraft.
Remember this is a team oriented game and what determines victory is how many players on each team will act like soldiers in a battle instead of grade schoolers in an amusement park.
Another thing about the numbers... less does not mean better, if anything is gets worse. The biggest worry of a farm happy aircraft is that someone decent will take the next spawn of jet/heli and take them out at an inopportune moment. So the fewer the aircraft on the map, the larger the window mr heli/bomber pro has to take a bigger bite out of the ground forces, the Haven map with is single Nightbird per team with no Wildcats, jeeps or jets on the map is an example of what happens with too few aircraft slots.
So as far as the numbers of aircraft on the map is concerned, the solution is more and not less
