switch to the dmr or whatever it is called in the game. sit back a little further away. Make sure you're in cover/concealed to lessen your chances of being hit. narrow down the angle at which you expose yourself. shoot and move. don't stand in one spot too long trying to get your shot to land. (know when to hold 'em, know when to fold 'em.)
take up odd angles on enemies. Especially if you don't have the reflexes. hit enemies form side and back or above.
tap fire. automatics are generally better at range when you tap fire.
know the optimal range of your weapon. And try to engage enemies at that range.
don't put yourself into situations where you are greatly outnumbered.
And then of course, use the weapon that seems best. And you can play around with the attachments to enhance how your weapon performs at a certain range, or tactic ...
personally I didn't touch attachments much but got a good amount of kills so they aren't as all important as the above.
I think some of the AR rifles may have bugged Bloom that at times is a little extreme. I didn't play them much yet. It's been mostly DMR (it's called something different in BF2142) or SMG.

If I wasn't getting sniped I was getting killed by a vehicle, but I could put 3 rockets into a tank and not even slow it down or significantly damage it. I even put 3 rockets into a HOVERCRAFT and didn't kill it. Couldn't hit a damn thing with the default DMR. I'm getting a little too close on giving up at this point.

Use one to keep an eye on your surroundings, and the other as necessary when moving on a flag. The ironsights on the DM7 are a bit distracting. Once you unlock a couple of lensed sights, it gets more usable. I put a 2x scope in the default position and a 1x red dot in the second slot. The only thing that will be outshooting you at medium range is the PP-29 (it's broken; that's why everyone uses it) and other DMRs.
The stupidly OP hovercraft is a known issue and will be addressed in the next patch, likely on Friday.
With regard to Hourglass, my suggestion is don't play Hourglass; it's not one of the better maps. If you can't be bothered to load up a new map when you see the loading screen, then stick to the A1, A2 and A3 flags. B, C and D are very open and leave you particularly vulnerable to vehicles and snipers, especially if you move on to the objective areas.
If you have some friends to play with on Discord, I suggest you do so - randoms are unlikely to revive you, and the current lack of VOIP client really prevents communication with a random squad.

They're under the marksman category in the loadout screen. The American rifle is the DM7. The description of the Russian-made SVK calls it a DMR.
