@Prof3ss0r_M1k3For the record, I do not believe that DICE has implemented anything gamewide that gives gunplay advantages to lower ranked players.
They did intorduce a new "discovery" variant game mode for players under rank 11. It changes from "discover breakthrough" or "discover conquest" each week. This mode is supposed to matchmake you with other low-rank players to help you get started. But you can bring a high-rank friend with you. They wouldn't need to add this feature if they were just buffing new players.
I've only stated that I wouldn't be surprised if EA has done some testing of DDA and do expect it to eventually make its way into this franchise.
I think the likely reasons some players are feeling this way is because of a combination of factors:
1. Recent influx of players from steam sale and playstation plus inclusion.
2. More lucky shots from low ranks, because more low ranks are playing.
3. Some of the new players happen to be skilled.
4. Bad netcode that is particularly noticable between platforms and when players have poor connections.
5. Low tickrate + high ROF weapons (i.e. superbullets issue)
However, community managers are not software developers. I'm not saying Kevin is wrong. He's been with DICE a very long time and would probably know if a change like this happened. I'm simply stating a fact that CM's do not write the software, they aren't generally involved in every engineering meeting where decisions are made, they don't typically have access to source code or functional specifications. They are often not informed about changes or new features right away.
