How to create a Portal jet dogfight server

I'm wondering the same thing as well but I am more interesting making the jets in each team perform differently. For example, the US jet is handles better in high speed and turns faster while the Russian jet handles better at low speed and turns tighter. In this way, it will make dogfighting more dynamic instead of just an endless circle fight until someone gets bored or make a mistake. TBH, after playing DCS and War Thunder, flying in endless circles in a dogfight in Battlefield just bores me.
