Im still foggy on damage calculation

Here is a screenshot.   The color coding of the crosshair in my set ups.   Red means I hit flesh.  Double X is a headshot.

I am using the Avancys with boosted damage.  According to the loadout, that is 65 damage.   The target does not have Armor.  If it did, the crosshair would be blue. 

Notice the damage.  It was about 25% of his health.  I am at 18 meters maybe?

Why did this not kill him or at least drop him to 20% health????

    This happens to me all the time. I have it set up to where a headshot is a red damage marker and a lot of the times… the guy just runs away.

    The game is trash. I wouldn’t expect definite results each time you hit someone.

    Or he is cheating....

    That being said, based on expectation, his health bar only dropped 10% on a 20 meter headshot from a boosted ammo. 

    Highly Suspicious.  

    Oh and I hit him 2 more times with body shots and then he killed me with 10% health.   According to loadouts, that is 227 damage.  He walked away with about 15% health.

    I've run a vid out on this and it's not accurate. It's like they said at the beginning, "this combination does 65 dmg" and then realized it was too strong so changed it from two hit kill to 4 hit kill and didn't change the damage description. They just don't match. And headshot multipliers a lot of times don't mean squat. I've gotten two headshots and multiple body shots on enemies with a "65 dmg" weapon and they run away with ~25% health after killing me....
