Yes there is. Type "mouse settings" in your windows seach box and click on it.
Next click on additional mouse settings and a box will appear. Look for the "wheel" tab at the top. Here you can set your scroll speed.

No offense, but my reply to the OP has everything to do with it since it literally answers their question. I do however agree that jet sensitivity could use a much bigger parameter.
