To be honest this never should have happened in the first place. I really wish it didn't.
Before launch they kept saying there were systems in place that would prevent people from making xp farm servers while still allowing Full Progress for those playing with the AI who didn't change those settings and kept it close to the default settings.

None of us have all the facts. Maybe they had controls in place that failed? Maybe their approach didn't account for the way people exploited the system? .....and yeah, maybe they didn't have any controls and just expected most wouldn't resort to something like this. I have no idea.
What we do know is that the suspension of XP is temporary until they can fix or find a solution to deal with it. Perhaps that will come in the form of throttling XP in those cases where players are found to be gaining it rapidly. ....who knows.
XP gains in Portal is what I consider a major selling point as that is really the only mode my friends and I are interested in. They made a point of marketing this fact along with the AI, etc. so I don't expect this XP suspension will be permanent. I suspect it's high on the list of things for they want to try and fix before the full release next week.
I didn't buy the Gold Edition for this very reason. I knew the game would have issues at launch and why would I want to pay extra to experience that? Actually, it works for people like me because we can see all the problems before the full release and hopefully see them addressed before we buy the game on that date. If not, we can then decide if it's worth buying now or waiting longer for them to address the problem we have concerns about.
Early adopters are essentially guinea pigs especially in this day and age of gaming. Not saying it's right but it is what it is. .....but I'd be lying if I said I don't benefit from it.
