This is because DICE no longer takes the Conquest mode as serious. Their lead level designer said it in their most recent (EP5) of the Inside Battlefield podcast. He discussed the problems with capture points on the tops of buildings, calling in vehicles on rooftops, issues with verticality and noted how these things have to be corrected for Breakthrough because it's "so prescribed" and "crafted". But he said these issues are fine for conquest because "in conquest everything goes". He said Conquest "we are ok with people having fun, spawning a tank on the rooftop, and doing all these stuff."
General sentiment was Conquest is for casual fun and Breakthrough is more serious. He also noted that his prefered mode of gameplay is Breakthrough.
As a long time veteran of the series and the Conquest mode that made it, its really sad to see how they've now relegated the Conquest mode to this position with internal development and design choices.
