Isn't it obvious why they don't do it? Same reason why half the new weapons they just release are for PvP only. To make the PvP players feel "special".
They feel it's ok to diminish PvE players world-wide...but god forbid they do anything to turn off a PvP player, or even the LGBT players for that matter, heh.
Apparently they feel that PvE is bottom of the totem pole, not worth talking to or responding to
