Railgun tank burst fire mode spotted. Bug or hidden feature?

Spotted just now in a game. Heard some unknown sound while flying and then saw it. Railgun tank shooting in burst mode. Only managed to hit a short clip, unfortunately, but what is this? Is it a bug?...

I believe it is a bug from the PoV of other people that makes it look like if there is a burst instead of a single shot.

I saw it once too.

But I definitely did not manage to get it to happen while using my own TOR tank
