Snipers need to return to the Battlefield 1 Formula

@tomaisbored There’s a reason they made songs about “sniper squad” and wookie hunting. I get cracked from snipers far enough away as it is, and it should be a high risk high reward situation. Give away your position with that first shot so it better be a good one is the right way. Velocity could likely do with a bump though, no arguments here.
