So, I don't know if this is possible but would be a nice admin feature to help fill up servers. I have been running a Team Death Match Hardcore server with FULL XP / Ribbons / Unlocks for a few days...

Totally agreed, replace the AI as players come in. This could also apply to when you're not playing in portal. There's no reason to delay a game from starting while waiting for players to join. Urgh!
