@Kona_ukI've felt like this was the case for a very long time now. Destiny 2 was peer to peer, but felt very similar. People that would use a VPN to one location, playing from another, then finally connecting to another country would basically be untouchable. While BF and other games have dedicated servers, they write the code to try and to ensure everyone has a "fair" experience. The problem like you said is using VPN's and fluctuating bad personal connections like wifi.
It's so frustrating. Overall I do well, but man do I have to work at it. I have to predict every thing, prefire, actively listen to foot steps, use tugs, move around like a maniac, and absolutely use cover in the most advantageous way. Those are things everyone should be doing, but if I blink at the wrong time, I die. Over 50% of my deaths feel cheap. I see someone, use cover, start hitting them without missing, they then have enough time to turn and one shot me with literally any weapon in the game. Every gun might as well be a shotgun, because everything registers in one packet almost exclusively.
