You mean bullet spread?
Bloom in regard to weapons is where guns become increasingly inaccurate the longer it fires. This is different from spread where bullets will consistently be (in)accurate within a certain area no matter how long the weapon is fired.

@Noodlesocks I think Spread and Bloom are the same thing. the term "bullet spread" typically gets used in games like Battlefield while "bloom" is more commonly used in Destiny or Halo. the term Bloom is used when the crosshair represents the change of accuracy.
The bullet spread cone can get bigger if you just hold the trigger.
