I think this is a matter of how the game-server-system is designed.
BF2042 has been designed to minimize the costs of running the servers (hosted in AWS) and by using forced matchmaking, they can keep the number of running servers very low, in reality only the required number of servers for the active number of players.
BF4 was made in another time where Dice/EA probably hosted the servers themselves and they don't have forced matchmaking. They have to keep some servers running all the time, to make sure you can find some servers in the server-browser. If they cannot just start and stop servers quickly, they have to have some 'extra' capacity (servers) running at all times.

All true, but I believe we don't have a server browser and servers, because that was unwanted for Hazard Zone.
There is no need to a server browser for a mode where max 4 players can play together.
It is sufficient to only have party chat.
It is okay to have specialists.
And I believe what most people forget is, with a server browser you could easily guesstimate the real number of players.

Absolutely. Don't need any of those things for a Battle Royale or Extraction game. Just baffling decisions from the top down.

Dice have tried getting rid of the server browser for some time now.
In BFV they 'hid' the server browser in the menu-system and tried to make people use matchmaking instead.

At least in BF5 you could create a private party and the matchmaking would put you straight into a server without trying to match you with a squad. In 2042 it tries to match you with a squad before it even attempts to find a server for you and there's no way around it.
