I need to join two accounts to be able to play games purchased via Steam.

I have two EA Games accounts, one very old and the other more recent. The problem is that my old account, which is linked to my Steam, Xbox and other applications, I can't access my email because the provider is having problems. The email is paid, but I haven't been able to access it for over a year. 
Given this, I can't play the game I recently purchased on Steam because the linked account is the account that I don't have access to the email. 
How can I merge the two accounts and thus resolve the issue? I need to keep my current email or the one I have from Microsoft, because that way I avoid errors in my account.
