Thanks for posting the pictures. It appears the CPU is maxing out at 99% on some of the threads. It only takes one CPU thread maxing out at 99% to limit the game's framerate.
The performance graph shows the yellow CPU line and orange simulation line with spikes and running around 15ms average which is 66fps. (1,000ms ÷ 15ms = 66fps)
Despite the CPU having a bunch of cores and processing power to spare, Battlefield isn't using all those cores and threads. Instead the game is maxing out a few of those threads and leaving the rest under utilized.
This is a common problem with games.
You can try increasing the graphics settings so the green GPU line is right below the yellow CPU line in the performance graph.
This will make the GPU the limiting factor instead of the CPU. You should see the yellow CPU line become flat and less spikey which will make the game play smoother but won't increase the frame rate.
I had tried increasing the settings to maximum, but in addition to the general performance problem, the huge delay makes the game unplayable, this is the main problem for me.
I had some recent matches where all 12/24 cores/threads were being used in balance, but the GPU continued to have low usage and poor performance.
However, thank you very much for your generosity in trying to help me, I think I will have to wait a few months until an update is released, I have seen people with similar or inferior hardware without the reported problems, perhaps in my specific case I am just out of luck. Looks like my birthday present wasn't much of a present.

Yes, I can see input lag increasing as the graphics settings go up.
GPU usage is low because the CPU feeds the GPU frames to render. So if the CPU is maxed out then the GPU is setting around waiting on the CPU with no frames to render, essentially.
