This issue has not been fixed in the recent patch, but the new M416 does not have the issue.

  @bitcloudrzryou do know you can adjust the glow of said optics in the menu right?
  
  the fact you posted a new topic on each weapon that utilizes portal optics like the RDS, Just turn down the Reticle glow setting.
