Aim Down Sight SHUDDERS

Been like this on and off since release, anytime I ADS with any weapon. A reboot doesn't fix it either, 64 player servers run smoother but not 100%. Cannot get over this crap, portal works fine, 135...

When I aim down the sights it is very slow and stuttering on every weapon. Does anyone know how to fix this?
