Is you memory working in dual channel? is it set to the correct speed. AMD procs need high speed mem and I think the sweet spot was around 3200 . 3600( cant remember).
I have a lower spec than you and my frames range from 100 to 120 fps (tried it today) on1440p with a 3700x / rtx3070 / RAM 16 GB @ 3200 and the game installed on a M.2. Also check for undervolting or thermal throttling. Depending on your mobo VRMs there are different settings for every pc spec. My guess yours is not configured as it should.

I did increase the speed of my RAM in the Bios to 3000 mhz (it was lower). Not going to OC. I shouldn't have to with my system.

You were running RAM at below 3000mhz at JEDEC specs in 2022 and complaining about low FPS in a Battlefield game?
You should probably invest in a better kit with an XMP profile of at least 3600 C16, or even 3600 C14 if you have the scratch. I can't speak from experience as I've only had Intel systems but Ryzen benefits significantly from fast RAM up to 3600 such that it can match the Infinity Fabric in a 1:1 ratio.
If you didn't know this already, Battlefield games benefit hugely from fast RAM. And not just 2042. But especially 2042 given how it is the most CPU demanding title in the entire franchise due to the 128 players.

I like everyone else update my computer a component at a time. I just updated my CPU and GPU. Next will either be my MOBO or RAM. You should know that almost no one has a rig with everything updated unless they just bought a new computer.
This computer as is should rock any game.
And FYI, some of the FPS issue seemed to be from me running FOV at 90-100 which is fine for all games I play except this one. It needs 60-70.
Also why would the game recommend all graphic settings be set to low for my computer. That's clearly a problem with the game as If I set Nvidia Experience to auto settings I get high to normal settings. Something is clearly wrong with the game and not related to my 3000 mhz RAM.
FYI, I exceed the games "recommended" hardware in every category.
