Arrow Keys are permanently bound to camera movement in Land Transport Vehicles.

Lefty here as well. Same issue. Nothing I could think of to work around it.

A lot of the keybindings are actually misleading or broken still including Casper's Recon Drone not having a "Descend" keybinding if you clear the Crouch [Hold] key to use the Crouch [Toggle] key, which makes no sense. The Recon Drone should have it's own binding for Ascend and Descend.
