Its your TN (Time Nudge) value, it is really high, I also have problems with TN stuttering on this game and I believe everyone does since its even noticeable when whatching someone streaming it.
I just think your case is even worse since you also have delay with the stuttering, well in that case there is nothing anyone can do to help you I believe, only the DEVs(those wich I doubt even read anything on this forum) can understand whats going on in the engine to cause it, but to be honest I dont even think they will ever solve this issue since its present in the game since launch.
@Jonas2QT Thank you for the response! I think its only getting worse with every new update 😕 . So I have Uninstalled. Maybe I'll come back in a few years if dice isn't bankrupt and closed down.
