So I got tired of digging for solutions and nuked the system. I reinstalled windows and got rid of all the applications. After redoing everything the game runs fantastically. I cannot say what cause it.
For your recommendations, prior to reinstalling, I disabled the onboard gpu and tried shifting the game across monitors with no success. Now that I see the 59 hz, I wonder if that was the problem, as I have a 100 hz monitor, but thinking about it more I don't know if that was the real solution as I was getting 21fps in game no matter what monitor I was snapped to.

@LuckyShotsXL yes a reinstall windows is very often the best way to get rid of all kind of issues. Windows get slow/dirty after molnths/years of install and uninstall all kind of software. Registry gets way to big with leftovers and make windows some kind of unstable/slow., it also makes hardware respond in a way ya dont expect!
