Can you try this steps:
1- Change operator to Casper (Ghillie suit) in Recon class
2- Load into any FULL XP server
3- Equip Casper's drone
4- Once you activate the drone, the trophy/ achievement should pop
It works on console, so maybe it works on Steam.
