Try disabling thread optimization in your GPU's control panel. By default it is set as , "automatic", boot the PC and see if anything helped.

- @DMGG1994 Thank you for your help. Unfortunately it didn't work. The Game didn't even start this time. It remained in that loading screen with images of the map until I gave up😪

Hey man. So, I have an update on this issue that could help other people. I finally found out what was causing the stuttering. The problem wasn't with the game after all.
I've been using Razer Cortex to boost performance when playing. Unchecking the "Enable CPU Core" option solved this issue for me and for my cousin that was having the same problem.
