Cant shut down portal server

Everything was working fine then when I started a server with no password and people started joining, it doesn't let me do anything now. "Error this" and "error that" like DICE PLEASE. Can't even go to next map, kick or ban anyone either. Somehow it still remains persistent even though i never had to on or started with it to begin with. Now how ever am I to get the chinese skin...
