My CPU is a 6 core Ivy Bridge Xeon overclocked to be as fast as a ryzen 5 2600, it's not an issue.
The ram runs in quad channel and has as much bandwidth as DDR4, if you were familiar with server platforms you would have known this already.
No kidding my GPU is 4gb, that's the TITLE of this thread! It's also within spec for this game!
I'm familiar with the logged issues, I've been overclocking my gpu and having crashes if I push it too far.
Literally nothing you posted was at all useful to me as a seasoned PC enthusiast of 24 years.

@uhnoman The last 2 pictures ya posted do not show all value, for examplke TN value is blank !!!
Youre dd3 system need to do some job to run bf2042 (even if its is a "server" board).
I did run at a Asus maximus V Extreme LGA1155 (ddr3) (few months ago), and those systems just need to do some job to run BF2042 , running at cpu !
To check what causes those stutters, post a full up to date screenshot with all values displayed , when network bar/graphs is enabled in game (multiplayer 128)
Also make sure ya dont run to much apps in the background , youre cpu need to do a lot if bf2042 is running !
Try a cleanboot and post results:

Hide all Microsoft services, DISABLE (uncheck) ALL other processes, apps and services !
Cleanboot is just a one time clean boot ! Next reboot all will be reset and a normal boot will be occure.
Use msconfig to disable apps permanent each for new reboot.
- In the search box on the taskbar, type msconfig and select System Configuration from the results.
- On the Services tab of System Configuration, select Hide all Microsoft services, and then select Disable all.
- On the Startup tab of System Configuration, select Open Task Manager.
- Under Startup in Task Manager, for each startup item, select the item and then select Disable.
- Close Task Manager.
- On the Startup tab of System Configuration, select OK. When you restart the computer, it's in a clean boot environment.
