Custom vehicle numbers in portal don't work correctly

Steps: How can we find the bug ourselves? Set portal restrictions similar to mine and load up a map of ground superiority.
What happens when the bug occurs? The vehicle options listed in the vehicles screen do not match the restrictions set in the editor
What should be happening instead? The vehicles available should match that of which are set in the portal editor.

The new setting that allows you to select custom vehicle numbers in ground and air superiority is a great feature. I want to use it to try different combinations of vehicles to try out some potential balancing changes that could come to the game, but using it for this purpose doesn't work correctly.
I made a portal server on el alamein using the settings shown in 'editorTop' and 'editorBottom', but the results shown in game as 'EditorInGame' have some vehicles missing, and spawning the ones that exist often doesn't work.
If this could be fixed, then there would be an opportunity to finally address vehicle balance while allowing vehicles to be plentiful enough for players to have a chance to play in them.
As a sidenote, if the ability to change vehicle numbers could be applied to conquest and breakthrough in portal, we could test vehicle numbers even more extensively and offer more interesting modes to play.
