@DarnitJoe its your AMD Ryzen 7 2700X Eight-Core Processor that bottleneck a bit. Not your GPU, you need realy to tweak your windows. Make sure nothing is running in the background, a cleanboot will do a lot. You could also OC you CPU to 4.1ghz , but ya need decent cooling !!!
