Find the FPS limit option in the AMD control panel. Set it to the same as your monitor's refresh rate. So, for example, if you have a 144hz monitor, you set the frame rate to 144 fps.
Your GPU is at 100% load in the menu because you have no FPS limit set, which causes the GPU to generate as much FPS as it can generate.

BF2042 have no command to set limit FPS. Riva Tunner is no working on BF2042 since 6 seazon :P, so left only AMD/Nvidia fps limiter.
