horizontal and vertical aim are not linked
When playing I notice that my horizontal and vertical sens are different. Is there a setting somewhere they makes them have different values that might be on?
Yes. It's under Mouse & Keyboard/On Foot/Advanced/Vertical Mouse Aim Ratio. Set this to 100 if you want x and y axis to match. There is a separate vehicle setting for this as well.
