The "slowdown" phenomenon occurs when
a) the CPU overheats, which causes it to throttle down and underclocks (in this case, it's not likely to happen, as the 4th gen i7 is an old CPU, and you would have noticed it long time ago.
b) the CPU reaches ~100% load, then the game "slows down" because the CPU is cluttered and cannot process all processes including the game in time.
Situation b) shown in the screenshot below (spoiler) [Yes screen taken with a phone because EA AC blocked all OSD programs whatsoever , except Nvidia/AMD and Intel. I thought it best to illustrate the situation for you using Desktop Overlay Host + RTSS + phone 🙂 ]
Unfortunately there's nothing you can do about it, well unless you buy a minimum of a 13th generation Intel Core I7, because EA has introduced their very good EA Anti Cheat, which loads the CPU a lot (since they added EA AC it's been players complaining about high CPU load - not only in BF2042 but also in other games that use EA AC).
I don't know if the 13th generation won't be too weak, because one of the players from about a week ago report that on i5 13600KF also has a problem with 100% CPU load xD , also you can see for yourself what a heavy block is BF2042 + EA Anti Cheat (link below).

You could also try using some Windows modification such as AtlasOS, which lightens the load on your PC, but this is probably at the expense of security.
Before using a Windows modification, you could still try adding BF2042 to Windows Game Mode and the settings I've attached (game_mode_settings.jpg & How_to_add_BF2042_into_windows_game_mode.jpg --> Order according to the numbering on the screenshots) .
If you have Nvidia GPU, then in the Nvidia control panel enable this (screen below) :
(this will probably cause a slight drop in FPS but the CPU should be relieved : ) which should make the slow motion problem go away.

@miteprobg hmm is it a ddr3 system ? Then a new cpu will probarly not do that much.
But ya could do AtlasOs indeed.
Ya loose many options , so read all first at AtlasOs site before ya proceed.
But in return ya get some more performance in return.
Youre probarly not able to play 128 or 64 player servers. but the smaller servers will be an option !

I do not know if ya are able to build a new system.
What ya need is motherboard . memory , cpu , psu.
Ya could take old GPU (and sometimes psu + pc case) to new system and upgrade it (them) in the future.
