Latest update broke my game

Update 3.1.2 came out recently, and has caused my game to be completely unplayable. I've done just about everything recommended; The game is at 1 FPS no matter what I do. The task manager says that my GPU is not being utilized at all, and my CPU sits at around 40-50%. I have reinstalled drivers, updated windows, turned on GPU hardware acceleration in windows graphics settings, enabled gaming mode in windows, a fresh reinstall (several times), checked the individual profile with notepad in my documents and manually enabled DX12, I have cleared the temp and cache files in my documents, I went into my NVIDIA control panel and made sure my GPU was selected.... literally anything and everything recommended I have tried and the game will not break 1 FPS. Im running a 7700k with a 3090 TI with 32 gbs of ram. I have no issues with any other game running 4k 60FPS+ but the latest update, I can hardly even get into the graphics settings. Everything is set to low, DLSS is turned off and its still 1 FPS. Ive got 280 hours in this game and have yet to run into this issue before 3.1.2.
